The first two are unlikely to occur but could happen and the latter is most likely as both circuits are out at once. The standard high beam is the low beam HID light that has a metal shutter that rotates out of the way to allow for full light. (This is for bi-xenon headlamps). The halogen high beam is only used for flashing by pulling the steering column mounted stalk toward you. It sounds like the new xenon bulb you installed is not working. Check the .
